Between emergency services trying to deal with the gas and water main blowouts caused by the collapse and the general disrepair that the city liked to keep Jason's stretch of territory, it wasn't surprising when Jason heard that low voice sounding a little out of breath. He couldn't hear the commotion outside through the rubble, but he could imagine it very clearly.
In any other circumstance, Jason would be pissed that Bruce was in the Bowery. He'd be spitting curses and probably a few bullets to keep his secrets safe from the man who would no doubt judge them.
